I promise to make a D-Mod( to anyone who wants it anyway) if someone can point me to a site that gives sprites that look Dinky, notably a haunted house and ghost sprites

You don't really need special sprites for a haunted house. In fact, the scariest places are those that look normal but something's just slightly off

And there are some ghost sprites on the DN and in other d-mods

Is there any color editor I can use to make a ghost milder?

You can always use these houses if you think they fit in better as a haunted house.

Day of the Carcass has ghost graphics of a man. I should probably make a seperate file for these as well as for my mana bar.

I used photoshop to make the ghost in Day of the Carcass. There is also a ghost Milder in Lyna's Story if I'm not mistaken.

I use a combo of IrfanView and WinXP Paint. IrfanView to greyscale/brighten the sprite, and Paint to add a black/white "net" on it. Works really well.

I'm not sure if Windows 7 Paint is up to the task, though. That seems more "advanced" than the old paint, and consequently not nearly as useful.

Anarchy Halloween Party featured Dink exploring a haunted house. You could check that out for inspiration.

Also check out joshriots grrraphics file as it has a few scary things in it as well.
