Let me clarify that point: Players generally don't dislike small DMODs, but people who make them do. Not entirely sure why that is, but pretty much everyone is working on an awesome epic that usually will never see the light of day. This obviously includes me...
Strangely some of the best DMODs around were actually intended to be smaller than they are. (For example initiation was originally conceived to be only a romp while cloud castle 2 was made as a quest rather than an epic.) For me that shows that one of the prime reasons DMODs don't get finished is that they are planned larger than they should.
