Yeah, its part of the problem we have nowadays: There are about twice as many development files being made as DMODs. I don't think that more than 10% of the development files released nowadays are actually going to be used in any DMOD. I doubt that you can even mention any development file released in the past two years that was actually used in a released DMOD...

Making development files is just so much less work. Partially because anything less than quest length DMODs are being frowned upon...
