You think 50-60 in each stat is broken?? Heh... I just got 300+ for all stats. I can kill dragons with a single punch, and the explosions from the final boss cause 0 damage. 
(Although his melee attack still causes damage, just -1 at a time.)
The thing about this dmod is that it's very hard in the beginning, but as soon as you get into the underground city you're pretty much guaranteed to win. It's a design oversight not to put limits to what you can get out of it. (Casino + savebot in the same building = free gold, and free gold = free stats. You don't even need to find all the secret stat potions to get your stats up to ridiculous levels.)
The blacksmith appears randomly in a few spots in the caves, generally around the NE corner close to where the dragons are. Just wander around that area and you'll run into him sooner or later.
