I agree there is a bug here.
I have time zone here as GMT+5:30 but if I set time as +5(5 1/2 N/A) then the forum time becomes 3 hrs ahead of the real time.
But unlike your problem I can get it within 1/2 hr. of real time by selecting GMT+2hr.
