You can get it at http://wcnet.dynu.com/WDE.zip it's currently alpha 5, and I think pretty much all of the bugs are worked out.
Known Problems:
-Alignment with resized sprites are messed up. I need Seth to fix this problem, and he isn't awnsering my e-mails.
-Resized sprites have discoloration around them, I am working on a fix for this.
