As far as I know, the graph just shows how many people had Freedink installed on their computers at a given time (and only among those who had the popularity-contest package installed)... So that would mean there are no new downloads when the lines don't go "up".
Also, if you look at this, it would mean that there are only around 16 Debian users who use Freedink on a regular basis right now.
Again, as far as I know, those numbers are for Debian only, not for other Debian-based distros such as Ubuntu, Devuan and so on.
