Beating Battletoads isn't based on reflexes, though. In fact, if you start playing by reflexes, you're gonna fail hard. It's impossible. The whole thing is about knowing what's gonna happen next, so you can start reacting beforehand. That's the only way to make it through. Best examples of this would be the levels Volkmire's Inferno and Surf City, where there's literally no time to avoid the hazards unless you know what to do before said hazards appear.

The later part of Surf City, with the mines, is one of the few parts in the entire game where you do need skill and reflexes. But it's easy, proving as far as fair challenge goes, the game isn't difficult at all.
