Uh... I might be dumb, but I thought the Xbox one and PS 4 hadn't been released yet? How can you say anything meaningful about the number of games on shelves for platforms that haven't been released yet?
If on the other hand you are referring to games for the current generation of consoles: Just because the PS 3 and Xbox 360 have a certain popularity doesn't mean that their successors will be equally popular.
Wikipedia claims that both the PS 3 and Xbox 360 consoles have sold about the same number of units. I find that a little more reliable than the number of games on the shelves of a couple of shops to be honest.
Lastly, full shelves don't necessarily mean low demand. It could also signal a good distribution network or that Xbox games are bought online more often. From what I know Xbox Live is more popular than the Playstation network.
