I think blocking someone on youtube only blocks them from commenting and sending you messages (But I'm not entirely sure). I'm pretty sure he can still rate our videos. Even if he can't rate, he could just as easily make another youtube account. so if someone is rating our videos one star, I wouldn't be surprised if it's Skorn.
