No, I wouldn't like to have such a speed limiter in my car either. I would be terrified about the speed limiter kicking in when I'm trying to overtake someone. Also there are many different speed limits in different countries. I really like to have the possibility to take my car down the German 'Autobahn' if I want...

Can you ever prevent people from speeding? Probably not, but if everybody caught speeding would be hanged, drawn and quartered you would certainly stop most of it. There will always be people that outsmart the system.

For example, almost all cars from the 4 major German car companies nowadays are limited to 250 km/h, but there are many companies who will remove the speedlimiter on request. You can't stop human ingenuity.
