Hmmm... What program do you use to make new tiles? I want to have new tiles for my D-mod but I don't know where to create them

There's not a real trick to creating tiles... you'd create them like any other graphics, using Photoshop, Paint Shop Pro, etc.

Any fool can use a computer. Many do. 
Take a look at the original tilesets, they're in the /Tiles directory in the /dink directory (or in any D-Mod). One tile is 50x50 though some tilesets use a pattern that's bigger than that, like 100x100 (which would use 4 tiles).

Mmmm, pizza. 
And a max tilepage of 800*600.

Also, only ts01-ts41 are supported. You can't add more tilesets, only extend the existing ones. Though there are a few smaller sets that have plenty of space when stretched to 800*600.

I thought the max limit was 600 x 450 (though WinDinkedit doesn't display the last row of tiles)?

You are, of course, completely right. For one half. My largest tileset is 600*400, I believe DinkEdit gets in trouble when using anything bigger. The same size as one in-game screen (640*480 without statusbar and "screenlock bars").
