I have got the scepter and the ruby ring ...now what do I do? Is this the end? Any clues? Martridge will not tell me anything

Hate to bump threads, but I also finished finding the scepter. Everyone in heaven keeps telling me to "Throw it in the well above" yet every time I equip the scepter and hit the fountain, or just interact with the fountain, nothing happens. What am I doing wrong?
