Depends on mouse, i think. If you have ordinary ballmouse, it could be dirt inside mouse, or if its´s überkool...Forget about it. Just cordless mouse, the mouse sensitivity could be too high. OR if you have a slow computer it may take your mouse movement too late and repeat command when it shound´t. Is there lot of earthquakes around where you live? Or i could be about radiation or ozonelayer or George W.Bush and other mumbo jumbo...
