As Tyrsis and Sparrowhawk mentioned, the bookshelf that contains the Necromonicon is random. I think there are about 9 bookshelves, and the Necronomicon is placed in one of them. Several of the bookshelves are fairly difficult to find, so it is possible for someone to be very unlucky.
