Booting from an external cd-drive, no. But you should be able to install it. If you could boot it from the cd-drive, then you'd also need room on that disc for your user folder that contains all the documents and pictures and shit you make and when you burn a disc, I think it just gets rid of all the unused space or makes it unreadable so you can't write anything further to it. I'm not totally sure how burning discs work as I haven't done it since I gave someone my horrendous RPG Maker games on cd which was yeeeeaaaars ago and it may have not actually involved burning.

But I don't see why it wouldn't be able to install from the external drive. It's USB and I installed windows on a boot drive which was just a USB stick. Just make sure to have it plugged in before hand, and then I have no idea. Go to the bios by mashing Delete or Escape or something? One of those numbered F buttons? I don't even remember if you go to bios for that. So, I'm just guessing and am too lazy to look up anything.

As for burning without software, uh...yes, I just checked and windows media player has a burn option. No idea if it's good or not but it's sure a hell of a lot better than iTunes which I may not have ever used but it's Apple and I know that they manage it like idiots and make stupid updates and that the software slows everything down.
