Yes...

EDIT: Found the issue. Apparently GIMP when transforming a .png to a .bmp doesn't fully convert it into a proper .bmp file, there are .png characteristics left over, apparently. But saving it to .bmp with Paint.NET made it be recognized by WinDinkedit Plus 2
