Actually, no. The Protect IP Act is only the cover up bill for SOPA (it sounds slightly better to the congress than the original SOPA bill). SOPA is the real deal.
Also, to be honest, that guy's face in the video being so happy was disturbing. He does make a good point about how corporations themselves have contributed to piracy. Here is a better video, which focuses on site take down, senators not knowing what they're doing, how piracy is not the reason corporations want this bill passed, and how corporations want control.
