To elaborate, it's difficult to build up any enthusiasm about this, seeing as you are a newcomer on this forum, and this is already your second megalomaniac project idea within a span of three days. This kind of thing pops up every once in a while, and nothing ever comes out of it. Furthermore, I don't think that you will be able to get capable people to help with this project without some quarantee that it's not just empty ideas and enthusiasm that will wane before the project has finished taking its baby steps.
If there was something concrete to go about, the feedback would undoubtedly be overwhelmingly positive.
