The Ninja Master was trained by Luke Skywalker, who had gotten his training from Master Yoda. In Luke's mistake to it being a part of the training (to keep your nerves in the most annoying thing ever), he accidentally taught the Ninja Master even the way to speak Yoda's language, thus, making it seem like the Ninja Master is an ultimate Yoda wannabe.
