Police seem to break every other road law apart from driving under the influence, so they probably wouldn't use limiters.
I heard of a *cough* new */cough* thing that are being put into the cars of dangerous drivers that tells them the speed limit of that particular street using GPS or something, and alerts them when they are going over 50k/h on a street or over 80k/h on a highway intersection.
Modify that thing and you can make people not go over the speed limit on a certain street/road/highway/footpath (If you really suck at driving)
Maybe make it a legal thing that all people who speed should have this in their car, not everyone. Only punish the bad.
