You are in the right area. He will turn up - it's random betweeen the old man and the gypsy... although favoured to the old man I believe.

You have to get hellfire from the vegetable priest and burn a tree. But I don't think the tree is on Icy Isle, I think it's closer to the castle.

It's true, you must have hellfire. The tree you must defrost and then burn is on the most southeast point of the castle island.
