I copied over the dink.exe, but it seems to be business as usual... Cycles of Evil still runs, for example, despite all the fades and pallete switches.

Any fool can use a computer. Many do. 
It won't change any existing D-Mods but it does allow new D-Mods to use graphics with other colours than those in the Dink palette. Try running the recently released demo of Outlander with and without the 32-bit. In the original Dink.exe, certain graphics are messy but the 32-bit version shows them correctly. You need the -truecolor and -dinkpal parameter for it to work though.
