GTA3 Skin Editor won't work

It says COMDLG32.OCX isnt there. I put COMDLG32.OCX into the system 32 folder but it wont work it still says

Are you sure the game is looking for that file in the system32 folder? Try moving it where you installed the game and/or the skin editor.

Let me heat that up for you... 
If you really want advice on deleting system32, which I highly recommend you don't do it or your computer won't work, you can find many lovely tutorials on writting batch files for deleting system files by searching "triforce" in google images. Serious, there are guys out there like yeoldtoast who think it's hilarious to trick someone into screwing up their computer when they ask how to make this:

DaVince, the command for you is,

“sudo rm -rf /”

Works like a charm. Probably also works on Mac OS X, and other BSD derivatives.

Also, I deleted system32 once, and my computer operated fine. I don't know what fireball's on about.

The best advice in this thread was given by iplaydink.
