Yes, there is a copy of it somewhere on the site. But to see the whole thing, in it's entirety would be sacralage, and it would probably be much more dangerous than reading the necronomricon cover to soul impaling cover. To read more than a line of its wisdom at a time would most likely kill you. It's just not for us mere mortals to experience the sight or the aura of the artifacts of the devine.

Actually, I don't think that quotes.txt has much in common with the random quotes at all...

It isn't too hard to make it yourself, if you learn a bit of JavaScript. Or PHP if your webhost allows it.
