Reply to Problems with fireball

So, I've created a fireball spell in my game. But something starnge happens. This thing has happened in every D-Mod of mine.
When I get the fireball, it works just fine. but when I try to shoot an enemy with it, it never hurts him more than 1. Usually it only hurts 0 as damage. It is really hard to get even to 1.
Even if I use cheat and put my stats up for 50, it still doesn't hurt him at all.
What should I do to get more damage with the fireball?
