Ehhh, I don't know about this duplicate accounts thing. At a point I thought they might actually be different people but it doesn't seem very likely. It's odd if they're all using but a few different IPs, and none of these stories like this one about the email addresses sound very plausible.
I'm somewhat with Chrispy on this one, unless they abuse their accounts horribly or more indiscriminating evidence is found there's no paramount reason to ban them.
