The easiest way to learn about Dink.ini is to read code lines and try to understand what each one means. I have just started modding about 5 days ago, and can already edit the ini pretty good.
As for inputting the elemental swords into the game, try to find a file that has different weapons, but a readme. It should tell how to put those weapons in and the way to put the swords in is proably the same.
