Well, my computer had been acting fine really but I decided 'updating root certificates' would be nifty.I'm not sure that had anything to do with it though.Plus, at the time, my anti-virus program was over a year behind on updates.
Anyways, after the root certificates thing, I decided to head on over to Microsoft for an update and after that shut the computer down.
The next morning it wouldn't load the windows program and instead would load the 'it's safe to shut your computer down now' screen.I attempted to get in on safe mode but the same thing happened. So I tried to get in through prompt only. But it would mention something about 'wininit.exe' and then a bunch of letters...f g h j k ...or something and then stop.Hitting any button would restart.I also noted that 'ctrl alt del' only needed to be done to restart as well.
My hard drive was apparently undamaged, so the tech reloaded the win98 program and I'm back.
The End

EDIT: I also had attempted to do the win98 reload myself but it had to do the scan first.
What I discovered in that was that almost all my directories had errors and many things were renamed things like 'appl.ic.ation'.
