Believe me, I've noticed Simon's ehm... unusual ratings, and the truth is, its a good thing. I mean, what kind of person would release a mod and say: "yeah, this is kinda good, and maybe worth the download, but I didn't want to waste the time making it a 9.5"?
I think that, ultimately, how people rate dmods is a reflection of a) how much effort is put into them and b) how much the author's vision is in tune with the reviewers. And no one is as in tune with the author as the author himself.
