LOOK UPON MY DEFORMED FACE!
Thanks for the update RangerLord. I attempted to isolate the issue somehow, and I found that if I force audio through a different soundcard, it plays fine. However out of my main output where I hear no SFX, I get several lines of:

ERROR: Mix_PlayChannel: Error playing sound 7 - No free channels available
ERROR: Mix_PlayChannel: Error playing sound 8 - No free channels available
ERROR: Mix_PlayChannel: Error playing sound 9 - No free channels available
ERROR: Mix_PlayChannel: Error playing sound 12 - No free channels available
ERROR: Mix_PlayChannel: Error playing sound 8 - No free channels available
ERROR: Mix_PlayChannel: Error playing sound 8 - No free channels available
ERROR: Mix_PlayChannel: Error playing sound 8 - No free channels available
ERROR: Mix_PlayChannel: Error playing sound 9 - No free channels available
ERROR: Mix_PlayChannel: Error playing sound 12 - No free channels available

When launched from the command line after quitting. Very peculiar. I've also found that audio files play fine through the playmidi command so I don't understand what's going on.

On top of that, I encountered an issue in FreeDinkEdit where it will spontaneously quit while stamping alternate hard.dat tiles onto a map screen, however I had output suppressed at the time so i'll have to get back to you on that 😩😩😩😩😩
