While this may be a little old, but have you tried looking up a guide for people? If you don't want to look up a guide you could try going through every single room again & possibly listing off the people you killed here. Make sure you killed every guard, they're important.

Edit: Don't forget the fairy lady in the brothel, the bush wizard, or any secret/hidden people. They may be the reason.
