Who posts on the Twitter account?
RSS is like the friendship that little ponies have with each other- magical. When a brand spanking new news post happens to be created on this site, the twitter automatically updates. Because that's how magic works. As redink1 says, Thanks to the magic of RSS, these will hopefully be updated with news items as they are posted, like magic.
I guess in a sense you could say Sparrowhawk updates the twitter since he's the one who usually posts the news items.
