vgmusic.com is quite good if you have some idea what you're looking for. TDN's own 374 midi pack is also worth treasures, there's still a lot of untapped greatness inside that file that hasn't seen use in many dmods yet at all.

For midi composing, I'm not adept at it and I can't recommend it unless you enjoy the creative process yourself. Despite my shortcomings as a composer I've included atleast 1 custom midi in each of the dmods I made and am intending to continue the trend for this current running contest as well! (shameless hype hype plug) I'm using noteworthy composer - it's a basic midi notation program in which special effects of any sorts are rather convoluted and hard to produce, but inputting even just the basic notes to instruments is so quick and painless it's simply a joy to behold... while, on the downside, the program also pretty much requires you to know how music notation works.
