Save Bot Sounds
I noticed that the closer you are to the save machine in the game, the louder the humming sound is. Like, if you're only a tile away, the sound would be louder than if you were on the other side of the screen. What allows it to do this?
If sounds are attached to a sprite they will have this 3D effect. You can do this by using sp_sound() (like in the savebot script), by using playsound(snd_num, 22050, 0, sprite_num, 0) or by giving it a sound in the editor.
If you use sp_sound the sound will loop, same if you set the last number in playsound to 1.

And, if you really have not noticed, a hell of a lot of other things have the same effect, for example, every single monster in the game.

Yes but it's much easier to notice with the savebots because of the continuous sound. Most others only last for a second or so...
