Cannot Setup the v1.08 Verson

When I attempt to setup It says that it can't create file, If i press ignore it continues to say that for EVERY single file in the game package. I have Windows 2004XP. What to do?
Are you running the patch installer or the full game installer? Whether you already have the game installed or not, if you're running into this issue then you should probably use the full installer.
