About creating new graphics?
How can I convert a .ff file back to .bmp.
Er, an tool for that is not likely to be released to the public. Some people ff their files for a reason after all. 
Then again, some people do it just to release a graphics pack later. The best you can hope for is if you find someone who has one, send them the ff file, and get the graphics back that way.
