I notice that some usernames are not clickable, which would imply they do not have an active account here now. If this is the case, would it be impolite to pick-up one of their DMod ideas and attempt to develop it into something functional?

Even if they were around, the community is generally pretty cool with taking an existing idea and bringing it forward (i.e. Scar of David 2, Bloop the Fish 2, Ted Shutes' D-Mod 'expansions', etc.)
No one would mind if you took an idea, they might praise you for it. There would only be problems if you were the first to get money off of a dmod.

If someone posted the idea as "this is cool", it's fine to implement it. If they posted it as "I'm working on this", I would ask them first. That's probably a good idea anyway. But if you get no answer, just go ahead with it.

Yes, if the work seemed reasonably current in TDN time, being more than 3 days but less than 3 years, I would definitely ask for the author's approval first.

This would generally apply to anyone actually, even people who DO have accounts.
Actually if a dmod is particularly horrible, yet has at least a semi-passable plot, the author might even WANT you to remake it.
