More of nearly any type of person (except complete and utter trolls, which seems to be few and far between) is good for the community. It gets the word out via word of mouth. There are at least 10 times as many regularly visiting idle Dinkers as there are active Dinkers, which is a good thing. I'd hate to think that our entire audience was composed of people who have enough time to actually mess around and make a D-Mod or post silly messages on the message board.

But back to why more idlers is a good thing: an idler has a good chance of telling someone else about the game, and that person might end up being someone who could become an active contributor.

But even besides active members of the dink community, idlers are good simply because they're like an audience. Really, let's say that The Dink Network was The Book Network, and was one of the few sites on the internet to offer traditional books to read. Would we really want only other active writers and message board posters to read our books? No. We'd want as wide as an audience as possible, just because.
