Prelude did that, but that didn't turn out too well (the mp3 pack inexplicably disappeared later...)
It's an archaic rule (a few extra MBs is nothing nowadays), and uploading the mp3s separately is more than a little bit awkward, especially if a dmod only contains a few MP3s instead of a whole soundtrack of them. Err, I'm not actually sure if Sparrowhawk & friends still try to enforce that rule, so I'll take it up with the rest of the staff before saying it's this way or the other.
