It's the Fish dance, to be precise. Named after someone who we shall call... Joe Fish... the dance goes like this:
1. Stand up. This is essential to the dance as you can not do it sitting.
2. Raise the right leg, cross slightly over the left, only 4-5 inches at most.
3. While leg is crossed over, make hands into fists. Hand motion is essentially a vertical bounce over the raised leg.
4. Bob slightly while dancing.
5. Switch leg, repeat.
Simpler than it sounds.
