Please Help Me Correct This Injustice
Now, I like to think my D-Mods are generally better than average, but this just isn't right.

Well, redink, your dmods are definitely well above average. Probably you, Simon K., Paul Pliska, and SabreTrout are the most legendary dmod-makers out there.
But yes, 9.9 was a little high. I really don't want anyone to feel bad about this though. SlipDink really love dmods and I think he's just trying to be very supportive and encourage people to keep making dmods. He can't really be criticized for that. And this is actually quite common anyways. Over 100 dmods have received a score of at least 9.0 from at least one person. I actually counted once.
What is really needed is lots and lots a reviews for each dmod and then they will all average out to something that is pretty reasonable. At least that is the theory. Unfortunately, that will never happen. What can you do?
