I'm trying to get Old Jack's Map before getting in on a boat. The tavern has 2 drunks and I need a third seemingly because of the dialogue with the innkeeper. Where's the third? I've seen the fisherman and the scrotum guy on the tables but I don't see a third person, I only see a guy who keeps asking for a seasickness potion over and over again.

Please help!
