if someon can help me please answer.

I'm stuck in Pilgrim Quest when i need to buy a boat license. I'm talk to men left of the bridge ( think boat seller ) and i go to the building to get upstair. But it tell me that i cant go upstair, and i ask what is upstair, but he tell me i'm too young to go there. Know anybody what to do? sorry for bad english
