: NO! If somebody wants to finish the unfinished dmod, how could he/she get it if you put the unfinished ones in the neglected catagory where you cannot download anything!
Neglected and not being able to download a file are different, though for right now all files in the Neglected category are non-downloadable. Downloadable files can go into the Neglected category with no problems.
