IP address of the PC, yes. Router IP address is changed by the service provider from time to time.

Actually, the IP address of the PC behind the router might remain fairly static, or change every time the PC connects to it, depending on the router.

Also, your public ip address (that of the router you use that is "visible" to other computers and routers on the network) may be static, but it can change so that your ISP can share a limited number of addresses it owns among it's customers. But, this depends on the ISP. Some may keep your public ip address static, while most change it. Some ISPs have multiple layers of routers between your PC and the open Internet. Most ISPs charge extra money to give you a truly unchanging IP address.
