I think the red knights were probably bandits or at least some kind of gang, I don't think Daniel is that desperate as to spend money on guards to hunt down one guy with little gold, the bridge taxman is probably richer.
Just like the Heavensward, Dan's Royal Guard is probably very into abusing their power. If not for the gold, then for the fun of torturing a peasant. And hey, cops do it too. It is weird that toll bridge guy got away with everything though. He's sort of...right across from the castle.
