Gift is locked only if bought in restricted region. USA and EU are both NOT restricted. So you can buy game in EU and gift it to anyone - australia, japan, russia, etc - they will be able to redeem it.
I have also seen things where the ruble is declining or some shit, so this region lock is only for Russia gifting to other people. I don't know. Come to your own conclusion because Steam obviously doesn't want to inform their consumer base the proper way.
And before Punisher comes in to scream "I told you so, Valve is evil and Gabe is a smelly jew", I get it. But you know what, there's very little american companies that aren't greedy shitstains. The ones that aren't get curb stomped by the big guys. I'll call out Valve as much as any other shitty company.
