It looks like a few days ago Steam started region-locking games, so you might not be able to gift games to other countries? Hopefully this isn't affected.

Alright, this is worded terribly. I have no idea what they're meaning with this region lock. Guess you have to find out if the item can't be used and then take it to them demanding an answer so they can either paste you a generic response or say "You should have read the terms of service."
