I honestly don't think CC2 ended on a cliffhanger - all the plot threads from CC2 are wrapped up kind of conclusively. The main thing that's left unresolved is the main thing that was unresolved in CC1, which is Monkeynuts, Cloud Castle, their relationship to the Power and those people with it. There were a few hooks in CC2's ending for things that could have been followed up on, and at the very least my thoughts are that CC3 would have included a Cthilmor sidequest and maybe a Jack & Jill cameo, but they wouldn't have been major parts of the overall story.
Cthilmor side quest? Why would what should be a major boss be demoted to side quest boss? As for Jack & Jill as a cameo, they show up to often for that to be a cameo. They'd probably end up being a somewhat major boss for a while until they finally get killed off. Or resurrect that duck head.
